As of April 2024 the information in the previous entry is correct and pretty much up to date. The front door guard is still annoying but the staff inside are extra helpful and you still have to go to get your vehicle and papers I directed across town.

Don’t use these coordinates. Do a Google maps search for DIAN. It’s a couple of blocks over. There is no street parking for DIAN so you’re going to have to find a parqueadero nearby. No appointment necessary, but the front door guard might give you an argument. Be sure to ask where the Aduana portion of building is. There’s a very nice lady on the second floor that has worked with tourists. Her name is Yazmin Eugenio Ortiz(I added a photo of her name). She will do EVERYTHING for you in the system. When we were finished she gave us the name and phone number of another lady that was to inspect our vehicle. Her name is Lina Marcela Ramirez. She works in another part of town about 30 minutes away. I have added a photo of her name and address. Luckily she was able to do it the same day, because the next day she was going on vacation for a week. So it’s best to start this whole process early in the week and early in the morning. May take a few days or even a week. Your only option to extend your TIP heading south is at the border I think. This is not the DIAN! It's a hairdresser. DIAN to extend your car's TIP is right where Google maps shows DIAN, about 2 blocks away from here. We went to it and filed paperwork there to extend our TIP (there's a place to photocopy right next door), then you must return the next day for your new TIP and take it to an inspection place across town where the inspector will stamp it. Fairly straightforward but does take 2 days. Then don't forget to go get your insurance SOAT after! Can't do that until you have your new TIP. (You must have already extended your personal visa first, either online or at migracion before you can extend your TIP - I added a point showing where migración is here on ioverlander)

Yo have to leave a request with a form that they provide you in the second floor with many copies of your documents in the entry of the building and they will phone you to continue with the paperwork. You cannot finish it in that moment so dont go the day before your TIP expires!
