Only specific insurance companies sell motorcycle insurance. this is one of them located on the 8th Floor within the 'ComFamiliar' building. There really are not any signs, you might have to ask if you struggle to find it as you enter what appears to be side doors. Why? By checking in after you’ve visited a place you let others know this place is still functional. You can also add or correct any information.
As described below, painfully slow and minimum 3 months (188,000 for vanagon).
BUT
4 other seguros in town, all from ioverlander, were unable to do soat for us because the systems were down. Tried two separate days, nothing. This was the only place in town able to sell us insurance, but what a gong show.
This places sells insurance for 4-wheeled vehicles too, not just motorcycles, but I woudn't recommend it.
At this place they can't actually process your insurance there in the office: the have to phone, fax or email all your details to Bogota and wait for everything to be done there.
I went on a day that wasn't very busy, and even then the whole thing took a couple of hours and I can easily see it taking longer if there is a little hiccup. Furthermore, the insurance you get doesn't start until the next day, so if you get this on the same day you are taking your vehicle out, you might have an issue (this was the case for us, but we didn't have a problem).
That said, the vast majority of places that sell SOAT don't do it for tourist vehicles so your options are a bit limited, but there seems to be a place across the bridge in Manga (also on iOverlander) that has good reports, in-and-out in 15 minutes type of stuff.
You can get SOAT insurance at any point after you have your import permit from the DIAN, so you can do this step out of order with the others, at some convenient time.
Report Check-InThe Manifesto you get from DIAN is mandatory for them to write the motorcycle policy. The insurance company has to send copy of your Title, passport and drivers license along with Manifesto to their main office in Bogotá. This takes some time (for us 3 more days because we didn’t have Manifesto in hand until 4pm on a Friday- holiday weekend). Not that any of us have control over when you get the paperwork just a heads up for budgeting if you get your motorcycle on a Friday afternoon from port.
