Something not right?

Description

There were around 7 police men and were clearly searching for something they could fine us for. They wanted us to pay 2200 pesos, because:
- we had two bicycles on the back of our car
- because of a hook on the back of our car, with which you can pull for example another car (don't know the English word )
- because we have two big lights above our front window (on our roof rack).
If we didn't pay straightaway we had to pay 4400 pesos at the bank. They also checked fire extinguisher, lights and maximum speed sticker (they checked this with every car who passed by).
Of course we said we don't speak Spanish. We only gave copies of all the documents, but they insisted to give the original car document. In the end we gave it (stupid). We refused to pay and refused to sign the fine. They didn't want to give back the car document unless we signed and/or payed. One of the policemen was quite intimidating. The car document was laying on the table, so we took the risk by secretly taking the document and left! Fortunately they didn't follo us.
Later we heard from locale that the hook is actually not allowed here. You have to get it off straightaway after you've used them. And also the big lights are not allowed.
