Make sure you arrive during opening hours otherwise you will need to wait until their break is finish ;)
Possible to go only if you come from Puerto Limon

I showed up an hour before close on a Saturday. Was expecting the worst... but they had my tank filled before I even finished paying.

they are not able to fill up fixed tanks on RV's.

Just off the main road outside of Limon, paid around $10 US for a 20 liter refill. Hours: Monday-Friday 8-12, 1-4:30, Saturday 8-12, Sunday closed.
