This spot is a Hotel Casino parking lot on the Nevada side of the NV/CA border (between incline village and kings beach).
The Casino is open all night and has clean bathrooms with running water. A couple reasonably priced restaurants are in the area as well.
Why? By checking in after you’ve visited a place you let others know this place is still functional. You can also add or correct any information.

Brightly lit and easy to find. Road noise isn’t terrible. Looks like a few others had the same idea- still plenty of room though.

We may have been out of season as the parking lot was empty, but we also did not see any "No overnight parking" signs. Quiet enough, as the upper Lot is a bit above the roadway and back about 100 meters. Uninterrupted all night.
The Casino is open all night and has clean bathrooms with running water. A couple reasonably priced restaurants are in the area as well.
