On the way to Song Kul from эм-16 we stayed here for a night. The dirt road here is pretty decent so far, even for a VW Transporter with only a few hundred very bumpy meters directly after the village.
Beautiful scenery! You can stay anywhere between эм-16 and the switch backs further up in the direction to Song Kul. Water available.
Street to Song Kul is definitely doable for a true 4x4 but we did it with our Syncro as well! Be prepared for many many off-road kilometers until you reach tarmac again!

Roll down the slope from the dirt road to be completely sheltered from the winds of the plateau. You can find a spot, level, and placed with enough height above the flow of the creek. The two small creeks have fresh water.
Report Check-InAmazing scenery, very wide open lots of space to find somewhere. Further up the valley is a river and a few springs. Road to Song-Kul decent at time of writing but steep climb at the end.
Report Check-InVery nice road to/from Son Kul, albeit pretty bumpy up at the pass (although 2wd Lada overtook us), but short part just out of village was worst indeed.
If you drive towards Son Kul, last phone signal at this spot.
