Go to counter 31, 32, 33. Wave your Passport to jump the queue. There you have to pay with your card. They will direct you to two more counters that will check something until they pay out in fresh USD Notes.
Around the corner there are 24 hours open ATMs that accept VISA card and spit out Manat (Bank course, presumably)
