It is possible to overnight on the parking lot of the Whale Watching Center for free. There are clean restrooms (5 Pesos), and restaurants during the day, and a security guard at night. He can open the restrooms upon request. Opening hours seem to be more or less from sunrise to sunset. I was there on a Saturday night but after dark it was absolutely quiet. There is a water fausset on the dirt parking lot on the left before you enter the gates (next to the electrical utilities).
Why? By checking in after you’ve visited a place you let others know this place is still functional. You can also add or correct any information.

Too early for "guaranteed" whale sightings. We knew that but this was the only time we had right now. Struck out on 2 tours - Dec 26 afternoon and Dec 27 morning. But, saw lots of dolphins, coyotes, birds. Walked the sand dunes. Explored the canals near the docks, etc. Vancamped in the parking lot for a 50 peso propina to the guardia. Ultra clean bathrooms.
Eat at Maricos "Guille". See other iOverlander entry.
