Locals just drive through. We had to stop after the booth and go into the building. Visa on the laptop was fine. You need the gate pass from UAE. It got 2 stamps on the back here.

I didn’t print the visa, and because they don’t speak English, they assumed I didn’t have one. They brought me in a room to make one, at the end I showed my internet visa on my phone. So, I am pretty sure you can get a visa on arrival.
