I was able to take out a SOAT for my motorcycle here. 3 months for 209,000 COP. Available for external travelers.

Opening hours: 8 a.m. to 12 p.m. and 1 p.m. to 5 p.m. - SOAT issue 8:00 AM to 12:00 PM and 1 p.m. to 4 p.m.
There is a side entrance.
You will need a copy of your passport, vehicle registration document and TIP.
A copy shop is within sight. At the end of the street. (approx. 50 m). It is possible to send the data via WhatsApp.
The insurance can be paid for by credit card or cash.
Why? By checking in after you’ve visited a place you let others know this place is still functional. You can also add or correct any information.

it's called La Previsora seguro. bring copies of passport, copies of vehicle ownership and copy of TIP (printout of email you got). they will only sell for the length of TIP, wouldn't let me buy for a shorter time. 209,000 for my 660CC moto for 3 months. exito supermarket also sells to international people but you can only pay with a Colombian debit card. they would let you buy for anywhere from 1-4 months but I didn't want to start asking random people to use their debit card and give them cash
