Today they told me they cannot exchange a 20 lb bottle. Instead they would fill ours, but this takes a day, so I had to leave again. What's wrong with these gas vendors?!

They do not refill anymore, they told us to go to Uni gas, if we go and they refill us we add the location

Here they do not fill the bottles. only exchange. We looked to exchange our bottle of 2021 but they offered us bottles from 2002-2004. We left. The employees are very nice. We entered through the back entrance, less dangerous.

This are the coordinates for the back entrance. It is much easier (and safer) coming in and out from here than from the main entrance. Just take the little road until to get to an orange gate. Horn and they will open.

Filled our 5kg bottle for 5usd. Had another one with Brazilian connection but they didn't have the adaptor for that one (they do have some other adaptors)

Filled our gas bottle without any issues. Friendly people / $2 per gallon
Access either from the highway CA-4 (if lots of traffic maybe hard to stop, just a faided sign, gate is closed) so we found an access from the back via a little dirt road next to the big bank building on Bulevar Orden de Malta

filled US 40lb propane tank with 6 gallons for $13 USD. If your map tells you to take a dirt driveway next to a bank with only drive up tellers, take the right hand turn. It's the back way into the parking lot. Signage on CA4 is pretty poor or I am just blind.
