This seems to be a common area for police bribes based in the Hoy No Circula traffic regulation that stops certain license plates on certain days being on the road around Mexico City. It's not clear where this restriction actually starts but the police seem hot at this point and have been asking for 7,000 to 14,000 pesos despite the fine being around 2,000.
We faked absolute inability to speak spanish. We ended up not paying anything despite we made an infraction.
Definitely make sure you read up on the restriction rules prior to getting anywhere near Mexico City.

Still here - did ask for 5600 pesos, did lower to 3000 pesos, even did take out their own credit card machine, but as we insisted to write us a ticket, eventually they let us go. Bad cops, please check which days you can enter Mexico City so they don’t get their dirty hands on you.

Pulled us over at the toll beforehand. We hadn’t heard of this before so we were clueless as to what was even going on. He had a laminated sheet, and kept pointing at Wednesday (even though it’s Saturday), and said we weren’t allowed to drive. The initial bribe started at 4000 pesos, went down to 2000$, and then when we refused he asked to take our license. We told him we refused and that we only have 500 pesos (highly suggest carrying two wallets and splitting your cash) which he took and gave us a paper saying we could drive. Should’ve looked it up before hand but really didn’t even think not driving on specific days was even a thing.

You can get around this fine or bribe legally. Search internet for No Hoy Circula Mexico City (https://www.hoy-no-circula.com.mx/), then look for the section that says "Pase Turistico". Register you name and email, then enter your vehicle information. Print the approval form. You can get up to 14 days free while driving in Mexico state and city.

Look up ‘No hoy circulacion’ before you enter Mexico state. As we understood it: for tourists with cars older than 1993 you can’t drive on weekdays between 5-11am, and on one day - depending on the number of your license plate - not at all. With a car newer than 1993 you can apply for a permit to drive on any day at any time online.

Police tried to get 6000mex for us for driving on a Saturday. .... which is legal for all license plates in/around Mexico City. Google it! Pulled out a phone and looked it up Told him and away we went BTW. It was inauguration day and the president swore to crack down on corruption.

Nous avons aussi été arrêtés pour un soi-disant excès de vitesse au kilomètre 13. L'officier à insisté pour avoir l'original de mon permis alors que j'avais donné une copie. Une fois l'original en main, il nous a demandé 8000 mxn, on a réussi à récupérer le permis pour 3000mxn. On s'est plaint au péage et après beaucoup se discussions un chef se la police nous a rendu notre argent. Si vous êtes arrêtés sachez qu' officier de police ne récupère pas d'argent. En aucun cas vous ne devez payer! L 'officier soit être capable de vous donner son nom et le numéro de patrouille. En cas de véritable infraction, il doit vous donner une amende à payer mais ne dois pas demander d'argent.

Some have got away with a 30 USD, some more. We feigned absolute (rather than partial) inability to speak spanish. we ended up not paying anything (long story, our dash cam helped) but if it happened again I would offer something like $30 as "all I have senior!". I wouldn't pay a bribe usually but in this case we were actually in the wrong so ..
